(3)  If it appears to the Minister that a right to any estate or property upon the death of a person as mentioned in subsection (1) has accrued to the Government, it shall be lawful for the Minister, upon application being made to him or if he considers it reasonable to do so, by warrant under his hand —, to disclaim and release in whole or in part that right to such estate or property in favour of such person or persons who establish to the satisfaction of the Minister any equitable or moral claim thereto; and. (2)  Subject to subsection (3), the court shall have power in any such proceedings to exempt any person from liability to make contribution, or to direct that the contribution to be recovered from any person shall amount to a complete indemnity.
